I have the same problem and contacted the CS Agent for a refund too. I have been waiting for a SIM card which expected to deliver on 5th Dec.

Public Mobile is a pre paid service. There really are no refunds. However if you didn't activate your account, you can reach out to a CS Agent and see what they say.
