So Public Mobile says two business days for delivery of a SIM card... but it's been five and I haven't received it. Had I known, I'd just have gone to a kiosk to buy one. Can I get a refund on this?

yes, you can ask for reimbursement.
you can buy a PM sim card from Telus or Koodo store. After you got the sim card, wait till you competed the activation first, and then open a ticket
Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen

Actually, the website says that the SIM card will be shipped within 2 business days and arrive within 10 business days. Common complaint from some new customers with the wording. It has been mentioned to PM management in the past, but they decided to keep the wording the same.
You could purchase a SIM card in person at corporate Telus or Koodo store. Keep the receipt and submit to customer service agent. They will often credit your account $10 for the SIM card.
Another option is Amazon with prime shipping.
