I shared my referral code with my brother and got him to sign up with public mobile but he wasn't able to use my code does this still count as an eligible entry

No worries if he forgot to enter your referral code during activation.

He will need to submit a ticket so he can  just click on the Chat button and type in Submit a Ticket for an agent to help.

Remember once the agent entered the referral code. It will take 72 hours for the $10 credit in his account.
