I have added US roaming, it is visible in my account, but could not make any calls or use any data while in US...that was disappointing. It kept saying I did not have a valid plan,?? .how can get a refund of some sort..
You have only added the add-on for 500 mb of USA data and not any add-on for calling or texting while in the USA. You are getting the service you exactly paid for. If you go back to you account and add the add-on for USA calling and texting you will then be able to call and text while in the USA.
@asangaai, did you try manually connected to the roaming partner network. It is possible the phone was unable to navigate this automatically and required manual intervention.

EDIT: After taking a second look, it looks like you have a long distance plan to call Canada & US (from Canada) and a US DATA roaming plan, but no US call/text roaming plan.
