My number hasnt ported properly, I need to speak to public mobile so they can send another port request.

Did you port you number from another provider?
It's normal that newly ported number will take some times before receiving all the incoming calls or text. Especially with banks, some of them have a security setting that verification code will not work until couple days after the number was ported.
