make sure you have a newer cellphone that has VoLTE and is on the Public Mobile whitelist for VoLTE activated. Without VoLTE turned on, calling will not likely work.

Also, make sure your Roaming is enabled in Settings...that needs to be enabled in order to use data while in PR.

if you have Canada/US/Mexico plan, then yes, it includes Puerto Rico , you can use data, voice, text there
