Yes, the plan itself is for new subscribers. However, if your current plan is for less than $29 and you want to upgrade, CS Agents have been known to upgrade. Here's a link to reach them. Just know, if your on a plan of $30 or higher now, the won't let you downgrade. This is a YMMV situation.
