I dont see the 50% off promo plans on my account. But can I setup a new account and port my number in my current account?

Sorry @Kk331 you cannot.  That special flash sale is only for those who sign up when the promotion is live.  Existing subscriberd, those who signed up earlier, are not eligible

Unfortunately Promos have to be claimed at the time of signing up. They are not retroactive BUT it does not hurt to open a ticket and kindly ask agent to apply discount. Try!

Phone numbers cannot be transferred from one PM account to another.

Sorry @rtbtp you cannot 

You cannot request porting a PM number when you subscribe.  Ans you cannot ask to swap numbers between two Public Mobile accounts either
