if you can make outgoing call, just not incoming, the porting was not done. did you get a porting authorization text from your old provider and you replied yes within 90 mins?

What is the PM sim? After transferring my number, my incoming calls are still having issues — the phone doesn’t ring and goes straight to voicemail. It’s been two days, I can’t use my phone yet.

the referral code is not a $10 deduction at activation. It is a credit in your account within 72 hours after activation
But first, you put in the PM sim and you have full service yet?

what Promo code is that? a WinBack code? or where you got it from?
I think if it is a Winback, you need to use the same email address to setup My Account
What you can do is to activate first, then submit a ticket with PM agent and ask them to add it back after
