I've been having this problem as of recently whenever I try to log on my college's Wi-Fi connection to use the Internet.
The Wi-Fi on my phone works well when I'm at home, and I'm pretty sure it also works when at a restaurant and at other houses. I do sometimes get redirected to this page (https://publicmobile.ca/fr/qc/zero-balance) for some reason, but it works when I simply go back one page and reload. It happens pretty rarely anyway.
However, when I'm at my college, my phone is unable to connect to the Wi-Fi unless I'm in the main building. Whenever I'm in any of the adjacent buildings of the campus for the other departments, I am redirected to either:
I use Chrome, but the same thing happens when I use the default Browser. I am still unable to use the Wi-Fi even if I clear my cookies, even though I had been previously able to log on the Wi-Fi.
How can I fix this?

What are the steps I should take for that? First turn on airplane mode, then Wi-Fi, but do I also turn off airplane mode?
Turn on airplane mode. This should turn off bluetooth, wifi, and mobile radio's. Then turn on Wifi only without touching airplane mode. Doing this will just turn on wifi only and nothing else.
One other thing you could find out is whether your friends are having the same issue with their phones when trying to connect to the school wifi. Get them to try at the same spot, same time as you.

I've just tried to forget it, but I keep getting the same error messages I mentioned previously.
What do you mean by turning off my data?

@billytrimbath Colleges/Unis usually have a guest and a secured wifi for students. It seems like you are trying to connect with a guest network. If there is a secured wifi available, it will likely ask you for your credential that will be used to auto connect whenever you are in its range. If there is no access to secured wifi (not guest), try forgetting the guest network from wifi settings and set up again. Make sure your data is turned off.

I used to be able to log in the network, but then in between sessions, I was not able to. This was a year ago. Then in the middle of the last session, I was randomly able to log back on again, and now I can't.

Data saver in Chrome will redirect your web traffic through their servers.
So for example, if you go to a website, instead of the data going directly to your phone, it will go their servers first, which then scrubs the data, before forwarding it to your phone.
So if it is off, you should keep it off.

It looks like you're not on wifi if you're getting that message. It looks to me like your still using your mobile data plan. In this case, put your phone in airplane mode to turn off mobile data, then turn on wifi only. Then try again. I'm not sure what phone you are using but keep an eye for any indication on the status bar that mobile data is automatically being turned on.
You also said that you used to be able to do this without being redirected. What changed? Did you get a new phone? Install a new app?

I've tried it: it still gives me the "This page isn't working" ERR_TOO_MANY_REDIRECTS screen.

I don't know if this will work, but it's worth a shot. Try going to your browser and heading to a non https page. There aren't really that many now adays. I ususally go to http://www.androidpolice.com (just a news site), just because I know 100% for sure it's not https, and usually that will pull up the proper login page in my browser. Might be worth a try.

@billytrimbath Turn off cellular data and try again. If you have an iPhone and inadvertently turn on WiFi assist it will try to use cellular data in a weak signal area.

How can I do this? Whenever I press "Sign in to Wi-Fi network", it either sends me here https://publicmobile.ca/fr/qc/zero-balance, or to ERR_TOO_MANY_REDIRECTS, even if I remove the https. It doesn't allow me to the agreement page because it keeps redirecting me.

I do try to use the notification bar for logging in, but everytime I press it, it takes me to the default Browser on securelogin.arubanetworks.com saying "The network you're trying to join has security issues. For example, the login page may not belong to the organization shown. CONTINUE ANYWAY VIA BROWSER"
When I press on the latter, it takes me to the ERR_TO_MANY_REDIRECTS on Chrome. I am unable to log in with either the default Browser or Chrome.

Many public wifi require a visit to a login page before the connection is established even though to the phone it is showing as an open network. In cases like this, there is usually the wifi symbol on the notification bar with a question mark. Simply pull down on the notification bar, select the login page and follow the instructions. The login may require simply acknowledgement of certain terms of use, sometimes, a password is needed.
