just go to the inbox here https://productioncommunity.publicmobile.ca/t5/notes/privatenotespage

find the message you want to reply, at the bottom, there is a box saying Reply...   Click on the box and the box will change to full edit mode.  Once done, click Reply

Tap your avatar top right then Messages and at the bottom of the pm type in the Reply box then send.
