You can't.
The number has to be active in order to port.
If you have Telus prepaid... then get a cheap top up card... then when it's active again... then port it over. But if you had a monthly plan and cancelled it... then it may be too late.
Depending on how much you want that phone number... you could call Telus and reactivate your old number again then port it, ...the only thing is that they may want you to sign a contract again.
