Porting a number from a Pre-paid PC Mobile account?

Can you port a number yourself from a Pre-Paid PC Mobile account when setting up a new account? I'm going to be helping an elderly friend set up a Public Mobile account and I am finding some info on the Community page that states that it has to be done by a Moderator. Thanks.

Pc mobile  presidents choice will require moderators. And a temporary number.
