My husband and I currently have two phone numbers under one account with Rogers and we're looking to port both of our phone numbers to Public. Is this possible? The account currently is in his name, and I'm able to make changes.

Very much possible
And you can do it in any order no matter which is primary number.
To port the number you have to have information and you have to click the checkmark that you are allowed to transfer that number, you don't need any written confirmation so either one of you can do it no matter who is primary holder.
Don't forget your friend's code it will give you some signup credit and lower your friend's bill too.
After you set up your first account login your selfserve account and get your own code, use it to set up your second account.

You can absolutely port two numbers over to Public as already has been stated. Just take note that when you do bring each account over you will need to use a separate email for each account. For some reason there have been times where the process allows you to use the same email then your account will have issues and you will only be able to access one number through self serve.
So make sure to use a separate email for each account.

@frombfe yes you can port from the same account. Port your number first, since your husband's is the main one. Also, the Rogers account must be active to port. The port will close it once its completed.
Here's 4 articles on activation and porting and the Refer a friend reward if you need them:
1. What you require to activate https://www.publicmobile.ca/en/bc/get-help/articles/what-you-need-to-activate
2.How to activate https://www.publicmobile.ca/en/bc/get-help/articles/activation-account-set-up

And if you haven't already bought your sim card, may I suggest Canadian cell supplies https://canadiancellsupplies.com/collections/latest-products/products/public-sim-card , currently the SIMS are $3.33. Each. ( I'm in Toronto amd it takes around a week for me to get my purchase.)

Yes, you can port both numbers to Public but they'll be on seperate accounts.
Different names are fine but use proper Rogers account name when asking for porting. The Public accounts can have any name.
