I have the $15/month plan for my iPhone and I can not send pictures without data it seems, even though the plan includes "Free Picture Messaging". I have tried turning on the data on the phone after I ran out of it, but I can't send any pictures at all that way, not even to an android. Is there something that I can do to send pictures without using up the little data I have (250mb)?

I tried sending picture message or MMS with zero data and it didnt sent. You need to have data or connected to wifi or hotspot. Though, you can send plain text message with or without data, local or international. Hope this helps.

@ICanHelp sound like you are using iMesaage and not MMS
iMessage is popular among iPhone users but it needs Wifi or Mobile data, so it will count against your data bucket if you are not connected to any wifi when you send and receive
MMS, Picture message, does not consume your data but you do need to have Mobile data turned on for MMS to deliver the picture. Again, it does not use your mobile data.
Check the colour of your message and you will know if it is MMS or iMesaage
