I have used the basic plan and set up autopay. It does not seem to have the 250mB data plan. May I know how I can activate the data plan?

$15 plan has default 250MB data available at every renewal and you have nothing to do to 'activate' it.
Can you provide screenshot of your account showing minutes/data available, please?

Look for the line item in your Overview section of your Self Serve account, it will look like something like this if you have data remaining:
Generally if you do not see the line item listed, than you used it all up. 250mb would be easy to use quickly if your data was enabled, without realizing it.
Consider installing an app to track your ‘live’ usage so you can keep track. Public Mobile are 30 day plans (not monthly).

The data counter will appear on your overview page with a 5mb buffer (5/250mb) that resets every night or when you toggle airplane mode on/off. The data bonus will also appear under your plan details. The autopay data bonus is coded to the $15 plan so you don't actually need to be registered for autopay to have it included with your plan.
What is the make and model of your phone? Some Android phones you will have to edit your APN settings. iPhones require you to check for iOS updates and to connect to iTunes to update your carrier profile. A few other phones have quirks that need to be fiddled with to get data and of course you need to make sure your mobile data is enabled.
