I purchased a plan with sim card and I realized it's not going to work for me. The SIM card has not arrived yet- so nothing is activated. Can I cancel and get a refund?

PM is a prepaid carrier with no refund policy
But if account is not fully setup yet like your case, PM agent usually can help to cancel the subscription. Please ask them directly
