When I try to send a picture text is says waiting for service but I have 3 bars. I can send/receive normal texts, make/receive calls, and use data with less signal?

may need a factory reset. a lot of the LG's needed to do a reset to work properly.

Check the MMSC APN setting again to be sure. Check closely for spelling:

Yes APN is correct, data works fine, and i can receive picture texts

To be clear, data needs to be enabled and APN settings have to be entered properly. But sending pictures via SMS does not use any data and you do not require a data plan or data add-on.

Have you setup your apn on public mobile network properly?
Does your data work on public mobile network?
Does incoming picture message work?
Picture message relies on data.
