If your question is whether you can buy the US add-on in Canada in advance of going to the States, and still be able to use your Canadian plan? Then yes. Having an active plan in Canada is a dependency to be able to purchase a US add-on. Note that you'd be using any data and minutes you had on the Canadian side eof your plan (i.e. the US data won't work when connected to a Canadian tower, but your Canadian data bucket will).
If your question is whether you can connect to a US tower in Canada? Then maybe, in some border towns.

So my phone will not be connected to public mobile for 15 days, plus is t-mobile readily available in ontario

Yes, you can use your phone in Canada as long as you can connect to a T-Mobile network but if none is around, you will connect to a Telus/PM network and you USA add-on will expire after 15 days of purchase.
Some border-town residents can get both network.

And remember if you already bought the US addon, it started counter down the 15 days already
