Tried to subscribe on the promo plan, unable to pay, cards in good state . please help

payment is a tricky thing once you get a decline. Best to use another email to open a new account and use another credit card to try again
if you don't have another credit card, at least try to uninstall the PM app, reboot phone and reinstall
