As for the billing, did you ever have an account with Public Mobile? Any chance a family member is using your CC to pay for their PM account?
If there is no way your account was legally used to pay for a Public Mobile service, you need to contact the moderator team via private message and ask them to investigate.

He or she is not a Public Mobile Client so they have no obligation to this person. On the other end he or she is a client of a certain credit card company it's up to them to investigate not Public Mobile
@surreyboz- Although that is true, going to your credit card company and doing a chargeback usually means your current card is cancelled, and they have to send you a new one. Depending on the company it could take a couple of days until you get a replacement card. If it is something that PM can trace & fix, why not avoid the headache with the CC company.
The thing is he or she can not go to Public Mobile because they won't be able to help him or her because he or she is not a Public Mobile Customer.

@anthnewtTo add to what @Anonymous said, you should also contact your credit card company and have them cancel the card and let them know it was compromised so you don't get any other charges.
