Paid for package and app not working to allow me to activate

I have been chanrged for this month but i cannot activiate Sim at i cannot download app. It says it is not availbale in this region. Please help I need this sim to work soon.

This is not a Public problem. Android or Apple?

Adding - actually it is. App developers can decide to allow their application to be only available in whatever region.
