Need help. Cant submit ticket i just get error page. I paid for a service, why am i not getting it?

Confirm you really see that add-on on your account.
Do you try to call one particular number or few different one? Could you try calling (yes, it will use your minutes, but...) some public number (government, etc.) to see if it works at all.
