Is this a phone that someone else uses? Is it possible they used all their data and then responded YES to text messages from Public Mobile to purchase extra data?

Can you describe this in greater detail?
Better yet, perhaps offer a screenshot of the charges on your Payment History in your self-serve account? (being sure to mask any personal information as this is a public site of other users just like you...)
