Out of minutes on a unlimited calling plan

I have had this happen a few times where I can't make any calls due to being out of minutes but I have an unlimited plan and I am not making any calls outside of my province. Getting really tired of the issues with Public Mobile. Anyone know a solution. 

I have tried

Turning my phone off and waiting before turning it back on

Turning on airplane mode and turning it off

Waiting and trying to make calls at different times to see if it is a short term issue

btw... unless you have one of the very old province wide calling plans, all current plans have Canada wide calling, no worries to call outside of your province.
