The $2 off for pre-authorized payment was not deducted from my monthly bill for September 2022.

@djah_foundation did you by chance suspend your services via lost/stolen in the last 30 days even if it was just for a minute? If so your rewards will not automatically apply upon renewal. If this occurred you will need to contact customer support and ask for your autopay reward to be applied manually to your account balance.

@djah_foundation - have you activated this account after January 25th, 2022? Because after this date the $2 Autopay Reward is no longer available, even though some information out there may tell you there is.
Or, if you are on the new Public Point reward program...this also means you are not eligible for this reward.
If you have activated before January 25th and you are on the old Rewards program, did you renew early or have an autopay failure?
Renewing early, you are not eligible for $2 autopay rewards, but autopay, you should get that in your available funds. So if not there, connect with CSA to have them add it for you.
Public Mobile Representatives customer support agents (CSA) can be contacted by either two methods, found here:

@djah_foundation are you a new PM subscriber? Anyone joined after end of Jan will be on the new rewards system and the $2 Autopay discount is no longer ther. Instead you will get a 5% point back in Public Points.
Or if you have been with PM for some time, any chance you migrated into the new system earlier??
