When someone calls me it says number is not assigned like 50 percent of the times.

Which model phone are you using? Is your phone VoLTE compatible with Pubic mobile network?
If not VoLTE compatible, you may have issues with voice calling depending on your location and nearest cell phone tower.

But do you receive any incoming calls at all?
ask PM to check and reprovision your account if needed, Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen
But if you have trouble using Chatbot to open ticket, then message PM using this link:
