If it has been more than 10 business days (2 weeks), then contact customer service agent. Usually sent via Canada post with no tracking information.
If you need SIM card right away, it might be easier to purchase instore from vendor (Telus, Koodo or Mobile Klinik stores). Keep the receipt and submit to CSA for reimbursement. Amazon also sells with prime shipping.

Sim card delivery can be 3 days to 3 weeks here

Better to ask if you can pickup another one from a nearby Telus or Koodo store instead of wait longer to have them resend a new one
