Not able to send text messages to a fellow public mobile user

I can send and receive text messages from everyone but one person. They also use public mobile. Whenever I send them a text it just says "waiting for connection". My texts only send when our phones are in the same room. However, I can receive their texts just fine.

I texted them for the first time when we were in the same house, maybe that effected the service? I cleared my messege cache and reset my phone, but it didn't do anything. Please help.

Here's what may be happening, @lchiacc .   

You may have 'chat' enabled.

Go under Messaging app, settings, chat settings (or similar description).

Make sure Automatic is set and NOT "Chat Messages".

Are you both using iPhones, by any chance? Or if Androids, Google messaging? I suspect you're on some sort of messaging mode where the WiFi is taking priority.

 @lchiacc : Can you find out if they inadvertently (or intentionally 🙂 ) blocked your number on their phone.
