Call 1-855-4PUBLIC from another phone or dial 611 to check the status of your account. If it is Suspended then you need to make a manual payment with your CC on file or with vouchers. 
If your account is active then there might be an outage in your area. Check outage map:

more info please. Is this for a new account or ? Has service worked up to now ? Have you logged in to your account to see current account status ?
