I recently returned from overseas and it appears my account was deactivated. How do I get it reactivated or transfer my number to a new account.

@Rregimbal Public won't transfer nunbers from another Public account. Did you keep paying? The number isn't yours any more if your account got closed.

If it has been more then 90 days since your last payment then your account gets deacitvated. You would need to setup a new account with a different email. Also you need a new sim.
