I bought a SIM card on Feb 14th, but till now I haven't got. How could I look for where my SIM card is? Is it out of delivery?

It took 10 working days for my PM SIM to arrive to the westcoast from CCS.
@franciscotn it is only 6 days. It maybe take awhile by snail mail.

We are customers like you on this Community forum and can't help with delivery dates and/or when Public Mobile might have shipped it out. We can at least hope that once ordered, Public Mobile get's them 'out the door' within a day.
As others have stated, postal service is slow, and likely won't get much better while this pandemic is being 'managed'.
If you're in a real need for one earlier, try the locations which may stock them if in your area. Having a spare SIM (when the mailed one arrives) is always handy should a future SIM problem occur.

You SIM card is likely on its way through Canada Post letter post. Expect 2-3 weeks delivery, which is normal these days.
If another week passes you could check with the Moderators. But there is no way in speeding it up.
Pick up a SIM at your nearest retail store - tor a list of retail partners, see here: https://www.publicmobile.ca/en/on/store-locator
Then keep the one in the mail for a spare.

SIM cards are often sent out by lettermail and these types of shipments are not trackable. Please allow a few weeks for delivery. There are many delays at Canada Post at the moment.
