When I tried yesterday before the Credit Card issue in the system, it gave me several 647 numbers to choose from but I could not complete the Activation.
I know 416 will be difficult, however there wee several 647 available.

if you meant 416 or 647, it is true that they might not have those numbers.
Try Ajax-Pickering for 742 and 289 #
Try Oakville for some 365 #
Try Oshawa for 289
I wouldn't take Ajax-Pickering, Oshawa, or Oakville. That's long distance for callers west of Toronto and the other way around too. Some people still use plans that don't include Canada-wide calling.
All you can really do is try again later to see if the problem fixes itself or if more Toronto phone numbers are made available. I can confirm that no numbers are showing as available. Other options would be to pick a phone number from a nearby city or to transfer a phone number from another carrier.
@JUNA1D5HAH There might be still ongoing issues with the PM self serve account as I just tried and got the error message about not being able to retrieve any numbers for Toronto too. You could wait an hour or so and try again or get in touch with customer support and see if they can assist with your number search.
