I have a new phone S25 Android. It appears Telus has blocked access to data. Phone calls work as do text messages (text only).

are you sure both voice and text are working?
if only data is the issue, make sure you are using Public Mobile APN and not Telus.
And I suggest you to compare the following and update accordingly:

Tried this, still no data access. Trying to find out if phone is compatible with Public mobile network.

Telus won't block data, you might simply need to Reboot phone and Reset Network Settings
