Have you rebooted your phone? If so, have you tried your SIM card in a different phone? Sometimes the SIM card needs to be reprovisioned in a different phone to wake it up sort of speak. And if then it works, put it back in your phone.

if you cannot send and receive calls and text, it is account setup issue. You need to ask PM to check

Did you transfer your number from another provider?
Did you reply "YES" to the port authorization request from the prior provider, within 90 minutes of receiving the text with your prior provider SIM card in the device?
Try rebooting device, resetting network connections, and toggling airplane mode on/off.
