New phone number

Hi! Is there a way to know if a phone number has been used before? I recommended PM to a friend and she says that the "new" phone number she got has been used by someone else before. She can't set up WhatsApp because it says the number belongs to someone else. How can she get a new number that hasn't been used? Thank you!

  Better chance for brand new area code.  But if it is an area code that used for a year or more, it is next to impossible to get a number that was never used before.

for the Whatsapp issue, either open a ticket with Whatsapp or try to pick a new number.  You can change up to 4 times in a plan cycle (30 days)
