If you REALLY want a custom last 4 digits, you can buy a number from a place like numberbarn.com and go through the process to port the number to Public Mobile... Not quick or convenient, but depending how much you really want it, it is possible...

you will have to keep refreshing for the number you want.. but honest, it is not really practical.. could take forever to get the perfect one you like
