Not necessarily. Also I don't think PM has been allocated any 647 numbers.

Going through the registration/activation you can either choose to have a new number or port an existing landline or wireless number.
If you choose to get a new number you select your area you are in and there is a list of about 6-8 if I remember correctly. Or they give you the area code and 3 digit pre-fix and you can try to pick the last 4 digits that you would like. It will let you know if it is available.
PM does not charge for a new number from what I have been reading

First you select which area you are located in.
This will then populate a list of numbers you can choose from.
You are given the option to choose the last 4 digits of your number, it will tell you if the number has already been taken

There will be a list of numbers with the area code of the city you choose. If you don't like the choices you can click a button to load more numbers. If you want to try searching for the last 4 digits of a number I don't think PM charges anything for doing that.
