I changed my phone and its asking for the following. 

SIM network PIN blocked. Enter SIM network PUK

That's true but Prakashshukla isn't asking for and doesn't need the PUK to unlock the SIM card.  A SIM Network PUK isn't a lock of the SIM card but rather a lock of the phone.  As stated earlier, a phone asking for that type of code when a Public Mobile SIM card is inserted in the phone would mean that it's locked to a different carrier.  A Public Mobile CSA cannot help with that nor should one be contacted in that situation.  A CSA could only help if a non-Public Mobile (non-Telus) SIM card was in the phone.

The SIM Network Unlock PUK is a master network unlocking code. It is needing when someone has incorrectly tried to input the SIM Network Unlock PIN.  The SIM Network Unlock PIN is the unlock code that allow you use the phone at different carriers.  The SIM Network Unlock PUK resets the ability to unlock the phone.  

 

Are you trying to unlock your phone to use at Public Mobile, or is it locked to Public Mobile (Telus) and you now wish to use it at a different carrier?

@Prakashshukla SIM network PIN is a carrier unlock PIN, you have to go back and check with the carrier you got the phone from.   Which carrier you got it from?

Sounds like it's locked. If you know the previous provider and they're Canadian then ask them to unlock it. If it's  Samsung then they'd be happy to unlock it for you.
