Need Network Unlock SIM

Hi,
I had a MotoE on Prepaid plan from PetroCanada Mobility. This was an unlocked phone and was never locked to any other carriers.
I purchased a SIM from PublicMobile, paid for the 30 days, inserted the SIM card, and now I cannot get anywhere as the message shows "SIM Network Unlock PIN" is needed.
What gives? Who gives this code? Public Mobile?
I'm at a lost here.
Please advise.

Sorry, but your information isn't corrrect.
Your phone is locked to carrier. It is locked to Rogers/Fido/Chatr/Speakout/711/Petro Canada etc.
You will need to get an unlock code to enter on the screen before you can use this phone at Public Mobile. Never assume that a phone is unlocked like that. Yours isn't.
This actually has nothing to do with Public Mobile, and unfortunately, they cannot help you with this.
To get this phone unlocked you will have to contact Ztar (Petro Canada) to get the unlock code. I suspect that Rogers or Fido could also provide the code for you, but it's probably easier to get it from Petro Canada as you are/were their customer. This would be free.
The alternative is to buy an unlock code from a seller on ebay, kijiji, private unlocking store websites, or cell phone repair shops.

Your Moto E phone should work with PM.
Where did you purchased your Moto E?
You need to contact them to get an unlocked code to unlock your Moto E before you can use it on PM.

What is your phone and model? Is it a Samsung by chance? Often Samsung phones come unlocked and are locked to the first dim that is inserted. You can call Samsung and get the code from them

That unlock code generally comes from the previous provider. In your case PetroCan. Have you asked them? I know you think the phone is unlocked but the evidence suggests otherwise.
