According my plan, my cell phone can receive a message when I am out of Canada.

I want to know the reason.

@computergeek541 I haven't tried it in Mexico without a roaming plan, no. Someone else had confirmed they were able to connect to a Mexican carrier and receive the welcome text (without a roaming plan), but I can't recall what thread that was in. It should absolutely work though, because if there's service (which there now is) incoming texts can't really be restricted, even the carrier wanted to. Same goes for the Big 3; you can receive SMS for free without triggering roaming charges (just don't reply!).

I know that's true for the US, but I haven't seen any confirmation for Mexico.  Have you tried it, or has there been an update in the Public mobile help articles?

Just to clarify some information in this thread, all Public Mobile customers can receive free SMS messages in the US and Mexico, even without a roaming plan or add-on. You cannot send SMS without one of the above though. And if you're outside of Canada, the US, and Mexico, there is no service at all (including incoming SMS).

where are you at?

your plan includes unlimited international sms and mms but that is for for inbound text when you are in Canada, not when you are away from Canada.  When you are in other counties, you need roaming services (which is same for all carriers) and PM only has roaming service in US and Mexico and no other countries

Depending on your plan you can only receive texts when in Canada. If you have a Canada/US or Canada/US/Mex then you can receive texts while in either of the countries. If you have US add-on is also a way to receive texts while in US. 

If you are outside of these three countries, you will need a travel SIM or use applications like WhatsApp or Textnow.

that's normal, the unlimited international text you got is for you to text from Canada, not when you are overseas

when you are in US or Mex, you need to have the roaming plan or roaming addon to get text.  And when you are in counties other that US or Mex, PM has no roaming services at all
