I have been trying to get our son's account transferred to my account and cannot submit a ticket because none of the options work. I need to get in touch with Customer Service but have been unsuccessful. Considering leaving as we cannot reach anyone for help.
There must be a way to reach someone

I'm sorry to hear of the passing of your son.
Public Mobile is all online, no live support or anyone to talk to.
What do you mean you want to transfer his account to yours? You cannot combine accounts if that's what you mean.
You can take over the account by changing the name and email on file to yours and using the number. But if you mean transfer any credits or points to your existing account, you cannot do that.
