App shows I have used 75% of data 8.48gb out of 10gb, so I have some data left. But mobile data is not turning on but Incoming and ongoing calls are working fine.

The app or the self serve account website showing the amount of data wouldn't prevent data from being used (although it is possible that the customer could be out of data but not know it becasue of that). The customer isn't able to use mobile data.

make sure you do not have mobile data limit enabled on your phone
Reset network Settings on your phone after a device reboot
You can also test your sim card with another phone if you have a physical sim
