Why can't I make or receive calls with the $23 dollar 10 Day6 plan I activated today 12/1/2016

If you paid for the plan and it did not activate see if your account is showing Available Funds = $23. If so, click Change Plan, puck the 10 days plana again, click start now. That may be the solution.
If that does not help you may be stuck for a while because the moderators have a very large backlog.
Meanwhile, while your service is down you can make/receive phone calls with an application like that from fongo.com. It provides free calling across Canada from wherever you are connected to wifi. Incoming SMS is free.

did you log into your account?
what does your status say ( active/inactive/suspended)?
did you confirm your payment has been processed?
which details come up under "plan" when you log in?
if all shows ok in your account you will have to conatct a moderator via private message...be prepared for a wait time.... if your complaints are back-end related ( not due to your own fault ) then i'm sure they will adjust your account accordingly..

Its more than a year using this phone with public mobile. Just cahnged from $45 plan to $23 today on the 10 day6 plan but could not receive or make calls. I have reboot the phone and nothing happened

Verify if your account is setup properly and is active with the plan you chose by signing in at https://selfserve.publicmobile.ca
If everything looks good in selfserve, can you verify that your phone is unlocked or from Telus/Koodo, and that it is compatible with PM. We can help you with the compatibility check if you tell us which phone you are using, or you can check this yourself at www.willmyphonework.net
If the above to issues are not relevant to you, then you will need to contact PM support to get help. You can do so from the "Get Help" page linked at the bottom of every page in the community. Or, you can try sending a private message to one of the mods.

foremost, for anybody to be able to help you, we need more information..
what type phone are you using..which plan exactly did you choose etc...
.just asking why you can't malke calls is kind of a cloud of smoke and asking why i can't see....no offense ..
