I have an account under another email of mine and forgot the password, and locked out the account attempting to reset it.

Depending on what you need to do, you can consider calling 611 in the meantime as well (eg. for voucher top-up). I'm guessing you'll probably need more done than that, but just making a small suggestion! 🙂

I didn't realize the lock would time out after an hour. I only locked the account because it asks for a security question just to do the password reset.

Maybe wait one hour and try again. You get locked out after about 5 tries.

If that does not work, then you will need to contact moderator. Click on chat icon on right lower corner of website. Type: unable to login. Follow prompts to submit ticket for moderator help.
