Im trying to complete my move to public moblie request and I got a text msg to msg you about it and complete the SIM & activation online form and I've got my account number and pin

Ignore the instructions in the text message. They are wrong. You will have to do as @will13am said to contact the moderators to have to re-do the phone number transfer request. When Public Mobile sends out that text message, it means that the number porting request has failed. Be sure you have the account number of the coming you are coming from so that you can give that to the Public Mobile moderator.
