Umm... yes...sorta, kinda....in the US you would need a roaming add on** or a local or global sim card. Everywhere else on the planet you need the latter...a local or global sim card and/or wifi.
Before you leave Canada you download a voip app like fongo is good but you don't get free outgoing texts but very few ads or for premium subscription you get no ads and outgoing texts and other stuff for I think $4/month. Or get textnow for free with outgoing texts but a lot more ads...there are others too...
Then call forward your pm number to your voip # just before you leave Canada. (For this to work in the US you must remove the sim card so it doesn't connect to a US tower that will cancel your call forwarding. (**unless you bought US roaming add ons then it's a moot point.) If you have prepurchased a global or a local sim card you can replace the pm sim card with the local or global sim card when you are about to leave Canada.
Your voip app will work on wifi or mobile data now when someone calls your pm number it will ring thru to your voip app's #. Some places have free wifi almost everywhere like Dublin that even has it on public transit busses so you may not even need a local sim but plans are also so cheap in nearly every other country that you will get a healthy data plan w/calls and texts for about $10-$20/30 days.
Additionally you can also download a text forwarding app. For this to work with your pm service you must leave the pm sim card in a powered on phone and connected to the charger so it stays on. Leave it with trusted friend or family member who can monitor it every once in awhile. Now you will be able to get your pm calls and texts (and 2FA verification texts!!) wherever you are travelling and all on the $15 plan.
So yes you can answer your phone and pm won't charge you extra (ever!!) pretty much anywhere in the world when on wifi and/or mobile data from another provider and you can easily call home for free.

PM SIM card works in Canada and US with US roaming add-ons.
PM SIM card does not work in other countries. If you travel outside Canada and US with roaming add-on, your phone will not ring. You can get a local SIM card after arriving at your destination.

If your phone rings while away from Canada, you can receive that call, there is no extra charge for that.

You would need to buy an international addon to call outside of Canada, only Canada-wide calling is included.

Edit: outside Canada you need to buy it U.S. roaming add-ons 10 day packages.

@konigyong : Not entirely sure of your intents with your wording. Public Mobile only works while connected to the Public Mobile network. ie. in Canada. They offer roaming add-ons for use in the US.
You can receive calls and texts from anywhere on the planet...while in Canada.

You will need to buy Roaming add-on but PM only has US Roaming. PM Does not offer roaming outside of US
