@BKNS27 - OP says outgoing calls work, should not be blacklisted, if this is the case.

These are usually porting issues, but the community also leaves many other suggestions you can use to troubleshoot the problem.

Was there an old number registered on the iphone previously?
If so, deregister the number, see here: https://selfsolve.apple.com/deregister-imessage/
Then, set up your phone number on your iPhone:

HI @ABCecilia For the text, are you actually talking about iMessage or SMS?
did you port your phone number into PM? did you reply the authentication text from old provider? If you are porting in , it could be port not completed
Also, is Mobile Data working? Make sure you have the latest iOS and the latest Carrier Profile. Check if Carrier Profile shows Public Mobile and tell us which version you got

Did you just port your number? If yes, did you reply to the text from your old carrier to allow the port? It does take a couple of hours for the port to complete. I will pm you a number to call in case. Also try rebooting phone, reset network settings and reinstall sim.

@ABCecilia - if you are were a customer before with working incoming calls, try restarting your phone or performing a reset of your network settings on your device.
Also, try you SIM into another phone to see if incoming calls work.
Then move the SIM back to your phone to see if that retriggered something.
If if you have activated a new account and transferred over from another provider, note that incoming calls are usually the last to port over.
So use the previous provider's SIM card to receive calls from. When the incoming calls stop that is a good indication the port is complete.
Cell ports can take 2-3 hours.
Landline/voip ports can take 3+ days.
