I completed the registration process. When I put my SIM in by phone it comes up with a messaage asking me for a pin number. It say network locked SIM card inserted. My phone says emergency call only, no SIM inserted.

Call your old provider to unlock your phone.
If you have an iPhone, you can also get it unlocked at Apple store.
If you have a Samsung phone, you can get it unlocked at Samsung Canada.
@LauraB1 Not having personally tried those last two choices @popping gave you, I can't vouch for how quick, or easy they are, BUT I have called and/or live chatted with both Koodo and Rogers, to get unlock codes for 3 or 4 phones, and in both of those cases, it was reasonably quick, and painless. The only downside, is waiting "for the next available representative".

@LauraB1 Your phone might be locked to the previous provider. You must get the Network Unlock PUK code from your previous provider.
If your phone is a Samsung you might be able to get an unlock code from the Samsung website via a chat
To start a live chat session from Samsung's Contact Us page: http://www.samsung.com/ca/info/contactus.html?CID=AFL-hq-mul-0813-11000170.
Hope this helps!

If i dial 611 i get a message saying that I am not registered on the network.

Is your phone unlocked @LauraB1 ? If you dial 611 what is the message? Your phone either needs to be unlocked or requires a puk code. To get your phone unlocked contact either the manufacturer or your old service provider.
For the PM puk code contact a moderator and explain your situation. Click on the green questionmark in the white circle at the bottom right of your screen. This connects to the autobot Simon . Type moderator and follow the prompts to get to one. Welcome to PM .

Here is a detailed explanation by one of the Oracle's Luddite.
"SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.
"SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.
“PIN unlock key (PUK)” is a SIM-specific code used to prevent unauthorised use of a SIM card.
The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card.
If the PIN code is entered incorrectly 3 times, the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it.
Once the PUK is recovered and validated, you will be asked to choose a new PIN.
Only Public Mobile's moderators can give you this type of code, which the device manufacturer cannot. Public Mobile's moderators can be contacted at the following address: https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437
Caution! If the PUK is entered incorrectly ten times in a row, the SIM card becomes unusable.

Sim network unlock code? Is that the message??
That means your phone is locked to your old provider and you have to contact them to get the unlock code.
If it's Samsung phone you can chat with them for unlock code.
Or does it say sim network PIN Unlock?? And ask for a 4 digits pin which most providers are 1234 and freedom is 0000
WHAT EXACTLY does the message say?
