International Calls

I have a Canadian based data and call plan with unlimited Canada texting and call as well as unlimited international text messaging. I am going to Southeast Asia soon. I need to know whether or not I can make calls in Southeast Asia with my public mobile number/plan on the rare occasion that there is an emergency.

You can use WhatsApp to make calls and texting when connected to wifi from your hotel etc but the other party must also have this app for it to work. 
Otherwise, purchase a local SIM/eSIM which you are in Southeast Asia.

My spouse uses WhatsApp to talk to friends in Singapore.

your Public Mobile service talk/text/data will not work anywhere outside of Canada (or USA/Mexico with that plan).  Any International calling only works while you're in Canada.
